You kindly sent us the usual four copies of the Governor of Hong Kong's Secret telegram No. 699 of the 11th July, about Chinese refugees.

2. In the final paragraph the Governor states that he would not expect any outcry if vagrants and certain other persons were expelled from Hong Kong under legislation now being actively considered.

3. There may indeed be no outcry in Hong Kong, but I think you will agree that there is every possibility of an outcry in China. I am not of course suggesting that the outcry will be either justified or spontaneous but it is an aspect which should perhaps be borne in mind.
